Iraqi Links to Terror

One thing we know about Iraq's invasion and occupation of Kuwait twelve years ago is that Iraqi intelligence tampered with files of Kuwaiti citizens. Is it possible that one extended family of terrorists, including Khalid Sheikh Mohammed and Ramzi Yousef, responsible for both WTC bombings and other terrorist attacks on the U.S., may be agents of Iraqi intelligence, operating using forged identities from Kuwaiti records?
